Form my experience, Koran graduate students who just came to the US or who have been in the US for a year or so get a score somewhere between 190 and 210 depending how much effort they made to improve their spoken English. Those who had a lot of opportunities to meet Americans somehow (for example, serving in the American military or attending 영어학원 )and who have been exposed to English-speaking environment a lot will probably get a score around 230 or 240. It is usually pretty difficult for Koran graduate students to pass 250 unless they have worked very hard or are linguistically talented. The reason why the TSE has become more and more important in recent years is that Universities in the US have realized that the TOEFL and GRE scores do not reflect the students' proficiency of spoken English. Many graduate programs in the US support their graduate students financially by having them work as a teaching assistant. In the past American undergraduates in many universities complained about thier international teaching assistants' language problems.
