Literally, "감소폭이 증가했다" has not a single problem, which also indicates your understanding of Korean literacy is bad if I look at your translation. Simply, 감소폭 != Rate of Decrease. I'm an amateur. I would avoid trying to translate. Anyhow, I think Mr. Jung's attempt to help someone looks very unusual.
