Hi, I'm in Kawasaki, 20 minute train ride from Shibuya, FYI. If your "public computer" is one of those Windows machines, then at first try downloading and installing Korean Support/Global IME from Microsoft. At least it will enable you to display/type in Hangul. Then run a search on Iyagi or any other telnet software or terminal emulator that has a set of built-in Hangul fonts and input method. I use Iyagi on a Japanese Windows98, FYI. This is not the best terminal emulator for Windows machines, so far it's been serving good and I won't complain too much...
