Oh-ya has to keep their words, which should be shown in the contract. They should include: repair works that's not due to your fault, though I don't know if it includes natural disasters. I thought that you lived in California before, right? <grin> What did you expect to apartment manager in California? As far as I experienced in Palo Alto, I expected them, actually I asked them, the similar things I expect to Japanese Oh-ya. Like: take care of the room lock for, eg., utility services when you're not available, receive parcels instead of you when you're not at home, etc. I even had asked my Oh-ya's for a few times if the gas cock was shut while I was away from my apartment on a business trip when I wasn't very sure I did it right. (And in those cases, I usually visit them on my return with small "Omiyage" from the trip.) Anyways, if your Oh-ya lives close to you, I would sggest you to at least say hello to him/her to establish a good relationship. I would believe that making a good relationship between you and Oh-ya is a good thing... Japanese people a few decades ago used to visit all their neighbors when they move in with small gift to them, small gift may be a towel, etc. I haven't experienced it many times nor done by myself, but my next door people visited me when they moved in with a towel gift a few years ago... Oops, even some Japanese old customs regarding moving would include delivering "Soba" to their neighbors. This custom has been becoming very rare in cities like Tokyo or Kawasaki/Yokohama, but still it is alive once you are in "ShiGol(Inaka)". This Soba is usually called "Hikkoshi Soba." I don't know the origin, though.
