I am not sure exactly where the phrase came from, but it means something close to "one's humble opinion". Mostly used in the form of "just my two cents" at the end of one's opinion. I guess it came from something that isn't worth much, but not the least worthy (one cent more than the least :p). Often times, instead of writing "two cents", people will write it as "$.02" (a more common form of writing a fractional number) or "$0.02".
