Destroyers are more general-purpose ships, with first-rate capabilities in at least one warfare area, and at least some capabilities in other warfare areas, but not first-rate capabilities in all areas. A frigate is meant for escort operations in low-medium threat environments, so it's capabilities will be less than a destroyer's.
