When the battery output volgtae goes lower like you mentioned, DC/DC power converters boost the lowered voltage to a certain level that PAs(power amplifier) require, resulting no more power radiating from the PAs. Unfortunately, however, the software designer for power management of a cell phone might make a mistake...
