( i can't say koreans are smart because it is statistically untrue. Statistically America has 5 times more population than Korea. ALso America attracts the best of the best stduents around the world and assimiliates them into America. If the best university in Korea can be compared with top 20 university in US, that's an honor. Not an insult. ) Someone said 'postdoc' is the mail culprit of inefficients. But in some fields, there are practically no 'post-doc'. FOr example, in statistics, we don't usually have post-doc. My supervisor told me that he would rather hire 3 Ph.D. students than 1 post-doc. Because the cost of the 1 post-doc = 3 Ph.D students. In average 3 ph.d. students will ALWAYS outperform 1 post-doc if the supervisor is a capable person. That's why there are practically NO post-doc who will be hired by the department. Most of Post-doc has external funding. Post-doc is NOT the main factor. The main factor Korea lacks is the 'quality of professors'. 1 capable professor makes big impact on other memebers of the departments as well as students. Professors are the main reason why some school is more efficient than others. It really doesn't matter where you got Ph.D. but it does matter how many quality journal paper you write. When you come to US, you will learn from the best teachers your money can buy in your fields. You will think that you can learn everything from papers and 2nd rate professors and your self study. Trust me, learning from THE MASTER makes the difference.
