I'm in Kawasaki, and you can almost never connect to ODN kawasaki access point from 11pm to 1am! I'm already a member of PCVAN/Biglobe, thus I will wait for the 1st day of July, and switch to 150hour/3000yen plan. By the by, I have just applied for Chollian account to access some forum there.
