Well, as far as I see, I blame more to politicians and our spoiled past government. It's certain that the builder is heavily responsible for their construction. But when we think about it, it's also our past government's fault. And may be all our, Koreans', fault too. The government was the one who put out the contract and theere wre also responsible for the quality of the construction (and they had heavy responsible for qualifying the builders and the plan prior to the onstruction, too). It's clear they didn't do their job. But I ask one fundemental question too. For long time (and still many might happens) that so many business deals are made by lobbying. Our deepest government system is so spoiled that so many government employees waits until you give 'em money. (I'm not saying all are like that but we can't say it is not our problem). Before qualifying the company and over anything else, the company who gives the responsible gove. employee the largest sums of money wins and it's sure not the best way to build a bridge. I think it's our responsibility as a citizen that we should not expect to get away from something by paying off government officers and we certainly should not pay for favor. "everbody do it" doesn't give anybody excuse to do it. It's sad that there are still a lot of places that if you don't pay they will more likly harrass you (becuase they are so used to get paid, they think you HAVE to pay them), as an example, those tax guys in the airport. Somebody told me they are called "kal-jap-ee" because they will tear off your shipments (if you don't pay 'em) to see inside.
