That's what I felt when I was looking for my first job. I wanted to be a developer, but large percentage of the job offerings were for test engineers. I am not dissing test engineers (they actually get paid quite well). It's just that I wanted to make something instead of breaking it. I was afraid that I would be stuck with the first title, and knowing myself well, that I would be too lazy to get out of the complacency. I took less paying development job after thinking about the long term consequences (to me, a "long term" is somewhere around 5 to 10 years, and my vision can't extend beyond that). I have been enjoying my work so far. To me, probably, that means more than anything else. Recently, after 10 months, I found out that my salary has been significantly higher than what I thought it was. :p So... Think carefully, but act decisively. In a lot of situations, "to act" is also the most important thing.
