No cause for these has been established and so the government should spare no effort in uncovering the truth behind such incidents. The 'sudden start' incidents, initially reported in 1994, have seen a sharp increase recently. According to the Korean Consumer Protection Agency (KCPA), there were 225 incidents reported in 1998 and 50 up to the end of February this year. The government and auto makers insist that they are simply driver errors. Some almost probably are, but others would seem to indicate a malfunction of the automatic transmission systems in the car. Now, 32 people have filed a suit against auto makers including importers of overseas manufacturers Volvo and BMW. Suits filed in the US have not been settled, although there is some dispute over possible cruise control problems, which is not applicable to Korean cars. Some experts claim it is the carelessness of drivers using mobile phones, but only if the details are studied will the truth be uncovered. What is more urgent is for the government to pass legislation to have all cars made equipped with a shift lock, and to ensure adequate training of all drivers in the use of automatic transmissions.
