Because of increasing needs for clean water, Government is planing to use private sector to construct and operate wastewater treatment facility. * Consign of wastewater treatment facility operation * Activation of B.O(Build and Operate) project in environmental facility Time Schedule '96. 12 Confirmation of operation privatization policy '97. 7 Facility needs inquiry for local gov. (15 projects selected as below) '98. 4 Cooperation agreement between central gov. and local gov. '98. 8∼9 Project plan announcement * By year 1996, 79 facilities are operating in South Korea. * And 236 facilities will be constructed from now on to year 2005 by B.O project in large part. 2) Government approval and incentives * Removal of foreign capital's stock possession restriction * Removal of foreign capital's investment restriction * Guarantee for profit ratio on project(IRR 17~18%) * Permission of B.O.T(Build, Operate and Transfer) project * Subsidy in wastewater treatment facility B.O projects 2. Project Concept And Description 1) Project concept * In this projects, Construction cost will be paid by central government and local government. * And operation cost will be paid by local government according to yearly plan. * Case I (in case equity is 30%) - 70% of construction cost will be paid by central government during construction period. And the rest of the cost will be paid by local government during operation period. * Case II(in case equity is 30%) - 70% of construction cost will be paid by central government after construction in 5 years. And the rest of the cost will be paid by local government during operation period. 2) Merits of this projects * Central government will subsidize 70% of whole construction cost during construction period(Case I) of after construction(Case II). And local government will subsidize rest of construction cost during operation period. * Local government will guarantee a operator against loss of a prospective income. * It is easy to collect fee, because it is local government which pay fee. 3) Expectations in this projects * Prior occupation in B.O project market * Prior occupation in plant market * Specialization in operating facility 3.
